Water safety skills are the survival abilities that let a swimmer stay at the surface, breathe, and reach safety after an unexpected fall into deep water separate from, and more fundamental than, swimming strokes. Together they form what the Lifesaving Society calls water competency: the combined knowledge, judgment, and ability to survive an unexpected fall into deep water.
The Canadian Swim to Survive Standard treats these abilities as a required life skill rather than a sport, because most drowning victims had no intention of entering the water. Strokes make you a swimmer; water competency keeps you alive.
Because water safety skills and swimming strokes are often treated as the same thing, it helps to draw the line between them before listing the skills themselves.
How are water safety skills different from swimming strokes?
Stroke technique builds propulsion and efficiency; survival skills keep you alive when propulsion fails. A strong front crawl moves you forward; a reliable back float keeps you alive when you are too tired to move; the second is the skill that prevents drowning. Front crawl and breaststroke are stroke techniques, meant to cover distance quickly in calm, controlled water. Breathing control, floating, and self-rescue are survival skills, meant to hold a swimmer at the surface when conditions turn against them.

Before swimming alone, every swimmer needs five core water safety skills, sequenced the way the Canadian Swim to Survive Standard teaches them:
- Breathe and orient after a fall: get your face up, control the gasp, and find your bearings.
- Float and tread: hold your position at the surface for at least one minute without exhausting yourself.
- Swim a set distance to safety: cover 50 metres to reach an exit, edge, or shallow water.
- Enter and exit without a ladder: get in and out safely where there is no ladder or gradual slope.
- Know when a life jacket is required: recognize the conditions that make flotation non-negotiable.
The Swim to Survive Standard folds the first three into a single continuous test: roll into deep water, tread water for one minute, swim 50 metres because those three actions cover the seconds that decide most drownings.
Each of these five skills breaks down into a simple, practisable action: starting with the one that buys you the most time: your breathing.
How do you control your breathing after an unexpected fall?
The first move after falling in is not to swim, it is to get your face to the surface, breathe out hard, and stop the panic gasp before you decide where to go. A sudden drop into cold water triggers the cold-water gasp reflex, an involuntary gasp and rapid breathing that pulls water into the lungs if the face is still submerged. Roll or push to the surface first, exhale to break the gasp, and take slow, deliberate breaths. Only once your breathing steadies do you choose a direction. In Ontario, where lake and river temperatures stay cold well into summer, this first step decides the rest.
Once your breathing is under control, the skill that keeps you there is the ability to float and tread.
How do you float and tread water to stay at the surface?
Floating on your back is the most reliable way to rest. The body naturally floats when the lungs stay full, so keep breathing steadily and let the water hold you. Treading water is the vertical alternative: a steady scissor or circular kick with sculling hands that holds your head above the surface without covering distance. The Swim to Survive Standard sets one minute as the minimum a swimmer sustains, because one minute is usually long enough to calm down, spot the nearest exit, and plan a route.
Practise both in a supervised pool until they feel automatic. Learning to float and tread turns panic into time, and floating and treading water is a trainable skill, not an instinct; it is the one that most often decides whether a tired swimmer stays up.
Floating buys time; covering distance gets you out which is why the standard sets a measurable swim-to-safety target.
How far should you be able to swim to reach safety?
The Canadian Swim to Survive Standard sets 50 metres (about 55 yards) as the benchmark not because safety is always that far, but because cold water, clothing, and fatigue shrink what you can actually swim. The Lifesaving Society sets this 50-metre standard as the distance a competent swimmer covers to reach an edge, dock, or shallow water. The margin matters because most drownings occur within 3 to 15 metres of safety, according to Lifesaving Society drowning research close enough to see the exit, far enough that a swimmer who cannot cover the gap goes under. Fifty metres is the training target; three to fifteen metres is the real-world distance that most often proves fatal.
Reaching safety often means getting out where there is no ladder so safe entry and exit is a skill in its own right.
How do you enter and exit the water safely?
Enter feet-first into any water whose depth you do not know, and never dive into unknown water. Diving into shallow or hidden-hazard water is a leading cause of spinal injury, so look before you jump or dive every time.
Do:
- Enter feet-first when depth is uncertain.
- Confirm a safe minimum depth before diving to a clear, marked depth well above head height.
- Plan your exit point before you get in.
Don’t:
- Dive into water below the safe minimum depth or of unknown depth.
- Jump where you cannot see the bottom.
- Enter without knowing how you will get back out.
Skills keep a capable swimmer safe; equipment protects a weak or non-swimmer which is where the life jacket comes in.
When should you wear a life jacket or PFD?
Wear a life jacket any time you are on a boat, on a dock over deep water, or in open water as a weak or non-swimming person. A PFD, or personal flotation device, is a wearable buoyancy aid that keeps a person’s airway above the surface. In Canada, a life jacket carries Transport Canada approval the Canadian equivalent standard and it works only when sized to the wearer’s weight and worn done up. A PFD supports a swimmer who tires or panics, but a PFD never replaces supervision: it buys time for help to arrive, not permission to stop watching.
These five skills assume a pool; open water changes what each one demands.
How do water safety skills change in a lake or river?
Open water removes the predictability a pool guarantees currents, cold, changing depth, and no visible bottom all change how each survival skill works. Open water means any lake, river, or pond, where conditions are uncontrolled and shift without warning. In Ontario, this is where the risk concentrates: roughly 47 percent of drownings occur in lakes or ponds, and about 20 percent occur in rivers. A confident pool swimmer meets colder water, weaker buoyancy in fresh water, and distances that look shorter than they are. Every skill from the pool still applies, but each one costs more energy and leaves less margin.

The gap between a pool and a lake is mostly a set of hidden hazards, so it is worth naming them before covering how to respond.
What extra dangers do open-water swimmers face?
Open-water swimmers face a set of hazards a pool never presents: cold-water shock, currents, sudden drop-offs, hidden obstacles, and the absence of a lifeguard. Cold water shock is the body’s involuntary reaction to sudden immersion in cold water, a sharp gasp, spiking heart rate, and short-lived loss of breathing control.
- Cold water shock in water that stays cold below the surface.
- Currents and rip currents that pull a swimmer away from shore.
- Sudden drop-offs where footing disappears without warning.
- Submerged logs and rocks hidden below the surface.
- Algae blooms that make water unsafe to enter.
- No lifeguard, so swim where the lifeguards are, on supervised beaches.
Of these, a current is the one that turns a confident swimmer into a drowning statistic so the escape technique is non-negotiable.
How do you escape a current that pulls you from shore?
Flip, float, follow: flip onto your back, float to control your breathing, and follow the current until it weakens before swimming to shore. Fighting a current directly exhausts even a strong swimmer, so never swim against it. Flip onto your back the moment you feel the pull, and float until the first rush of panic passes and your breathing steadies. Follow the current’s direction while you assess where it is taking you. Then swim parallel to shore, not against the current, until you are clear of the pull, and angle in toward land. The order matters: breathing first, direction second, effort last.
Self-rescue protects the swimmer; the next skill protects everyone who cannot rescue themselves.
How do you keep children and weak swimmers safe?
Keeping children and weak swimmers safe comes down to one control above all others: active, undistracted supervision, because drowning is silent and fast. Drowning rarely looks like the thrashing and shouting people expect a child slips under in seconds, without a sound. The single most effective step is to designate a water watcher: one adult whose only job is to watch the water, with no phone, no book, and no conversation pulling their attention away. The Water Smart campaign puts it plainly “Watch me, not your phone.” Young and non-swimming children stay within arm’s reach of that watcher at all times. Equipment supports supervision; it never substitutes for it.
Supervision has a measurable standard too; it comes down to distance and attention.
How close should you stay to a child in the water?
Stay within arm’s reach of any young or non-swimming child in the water close enough to reach out and lift them in a second. A responsible supervising adult is at least 16 years old, capable, and undistracted. In a group, adults rotate the water watcher role so attention never lapses — a fresh, focused watcher every shift beats one adult stretched across a whole afternoon.
Even close supervision can’t prevent every incident, so knowing what to do when one happens is the next skill.
What should you do in a water emergency?
In a water emergency, recognise the trouble early, call for help, and assist without becoming a second victim. A person who is drowning shows the instinctive drowning response silent, upright in the water, arms pressing down, with no waving and no call for help. Learn to spot it:
- Not making forward progress despite apparent effort.
- Vertical in the water and unable to tread, head tilted back.
- Motionless and face-down, which demands an immediate response.
The danger is that this looks nothing like the dramatic struggle people watch for, so the signs above matter more than any shout.
The instinct is to jump in but the safest rescue almost never starts with the rescuer entering the water.
How do you help someone in trouble without going in?
Reach, throw, don’t go: help from land or a solid edge before ever entering the water yourself.
- Reach — extend a pole, paddle, branch, or your arm while staying anchored to the edge.
- Throw — toss a flotation aid, rope, or anything that floats within the person’s grasp.
- Don’t go — stay out of the water, because a rescuer who swims in often becomes a second victim.
Call 9-1-1 or alert the nearest lifeguard immediately. A reaching or throwing rescue takes no training and puts the rescuer at no risk.
Even a perfect reaching rescue can end with a person who is not breathing which is why on-shore skills finish the chain.
Do CPR and first aid matter for swimmers?
Yes — rescue breathing and CPR in the first minutes after a rescue decide whether a person survives. CPR, or cardiopulmonary resuscitation, keeps oxygen moving to the brain until paramedics arrive. Certified training through St. John Ambulance, the Lifesaving Society, or the Red Cross teaches it properly.
Knowing the skills is only half of water safety — the other half is unlearning the assumptions that make confident swimmers drop their guard.
Which water safety mistakes put confident swimmers at risk?
The mistakes that put confident swimmers at risk are behaviours, not gaps in skill: overconfidence, alcohol, swimming alone, and trusting inflatable toys. A strong swimmer who assumes fitness is protection takes risks a cautious swimmer avoids, and overconfidence not weakness drives many adult drownings. Alcohol around water impairs judgment, coordination, and the body’s response to cold, which is why alcohol and swimming never mix. Skipping the buddy system removes the one person who would notice trouble early. And inflatable toys give children and adults a false sense of security while providing no real protection.

Two assumptions cause most of the trouble — that being a strong swimmer is protection enough, and that flotation gear can stand in for watching.
Can strong swimmers still drown?
Yes, strong swimmers still drown, because fatigue, cramp, cold-water shock, and alcohol affect them the same way they affect everyone else. Skill lowers risk; it never removes it. A capable swimmer who goes out too far, too tired, or too cold faces the same physics as a beginner and often with less caution, because confidence talks them past the point where a weaker swimmer turns back.
The second assumption is about gear.
Do life jackets and floaties replace supervision?
No, life jackets and floaties never replace supervision. Inflatable toys such as water wings and pool noodles are not safety devices; they deflate, slip off, and drift, and they create a false sense of security that lowers a watching adult’s guard. A Transport Canada–approved PFD is far more reliable, but even it supplements active supervision rather than replacing it. Gear assists the watcher; it is never the watcher.
